One-Stop Operator – Workforce Development Services
In accordance with the Workforce Innovation and Opportunity Act (WIOA), the City of Colquitt, Georgia serving as Grant Administrator and Fiscal Agent for the Southwest Georgia Workforce Development Board, has released a Request for Proposals (RFP) for the One-Stop Operator starting program year (PY) 2025 (July 1, 2025 – June 30, 2026).
The Southwest Georgia Workforce Development Board sets policy for workforce development programs in the fourteen counties of the WorkSource Southwest Georgia workforce region. The business-led Board includes members from private industry, economic development, community groups, education and labor unions and employment services.
This RFP is being issued to solicit qualified organizations with the expertise and capacity to manage the day‐to‐day operations of the One‐Stop Center and affiliate sites and to design, administer and coordinate the delivery of workforce development services outlined in WIOA and the RFP to job seeker and employer customers within the region. A single One-Stop Operator will be selected. Respondents may be a single entity (public, private, or non‐profit) or a consortium of entities. If the consortium of entities is comprised of a One‐Stop Partner, it must include a minimum of three of the One-Stop Partners as described in 20 CFR 678.400. The approximate level of WIOA funding available is $115,000.
The RFP will be available beginning February 17, 2025. The proposal submission date is March 24, 2025 by 12:00 noon. The tentative effective date of the contract is July 1, 2025. All questions/requests for clarification must be submitted and received in writing via email to agodwin@colquittga.gov by March 13, 2025, no later than 12:00 noon. All responses to written questions/requests for clarification that are accepted will be posted to the WorkSource Southwest Georgia website by March 18, 2025 at https://www.worksourcesouthwestgeorgia.org/public-notices.
A Letter of Intent must be submitted by all agencies interested in submitting a bid in response to this RFP; the letter must be submitted via e-mail to the Operations Manager. Such letter must be received by the Operations Manager by 4:00 PM Eastern Standard Time on or before Monday, March 3, 2025. Bidders failing to submit a letter of intent by the stated deadline shall be disqualified.
